The qualifying $90.00 flat tax applies to a new resident bringing an out-of-state acquired vehicle already registered in their own name. It replaces the ordinary percentage-based motor-vehicle tax for that qualifying transaction. Moving to Texas alone does not establish eligibility.

Bringing an electric vehicle to Texas

A supported fully electric car or light truck pays the $200.00 annual EV fee in addition to applicable title and registration costs. Electric-only vehicles do not receive an emissions-related registration fee. Hybrid and plug-in hybrid vehicles do not pay this EV fee.

Emissions counties and effective dates

Gasoline-capable vehicles aged 2–24 can incur an emissions-related registration charge in participating counties. Bexar’s program begins November 1, 2026, with a verified $2.50 registration-side administration fee when eligibility applies. Diesel and electric-only vehicles are exempt under the modeled rule.
